Cyber cafe with webcam?

i want to be able to video chat with my family during the training. i dont have a phone with a front camera. laptops are not allowed. is there a way i can do that?Is there a cyber-cafe provided by infy, or perhaps one at the outskirts of the campus that has a webcam? or should i carry a webcam with me?
